　　最新的一期经济学人封面文章在讨论专利对于创新到底是促进还是阻碍： Time to fix the patent system;(是时候修改专利制度了)；Patents are protected by governments because they are held to promoteinnovation. But there is plenty of evidence that they do not. (专利受到政府的保护，因为专利能促进创新，但是有大量的证据表明其实专利并不能促进创新) 文章从各个产业谈论了为什么专利不能保护创新；在文章结束的时候谈到了一些改进的意见，其中对于受专利制度祸害最深的医药研发行业提出了这样的建议。请看这个句子吧！

　　参考译文：当一种有可能有效的药物进入最后研发状态，最昂贵的临床试验阶段，也就是评估已经被证明安全的药物的功效的阶段，是可以公开募资的，也可以部分使用来自其他更廉价药物的潜在巨大结余资金。这个阶段可以由独立的实验室来完成。

　　第二句:  一旦一种药物被证明是有效的，任何医药公司都可获准生产这一药物。
