　　这样的翻译其实就算是正确的翻译了，但是依然有很大的改进的空间：

　　not because of its brilliant solutions to difficult economic problems

　　这里的介词可以翻译为动词，同时solution可以翻译为动词：

　　不是因为它（有）能解决经济难题的好办法；

　　参考译文：在英国，传统的政党体系之所以会盛行，不是因为它（有）能解决经济难题的好办法，而是因为温和的议会议员愿意合作，愿意适应经济改革的新需要，无论这一适应是多么缓慢。
